They're available as part of the Marathon, Mystery, and Quick Play Effect modes.
The 1989 stage is based on the Game Boy version of Tetris. To unlock it normally, the community goal for the Weekend Ritual needs to have been met, which makes the stage available for 24 hours. Otherwise, players can unlock the 1989 stage permanently by reaching level 50.
